Japanese CGC 10 Bandai Carddass Part 3 Weedle 13A unique set released in 1996 that is unrelated to Pokemon TCG but is technically the first Pokemon cards to ever be released to the general public. Carddass loosely translates to vending machine, which is how these were distributed out to folks. Like other vending machine cards from this era, it's tough to get something in a high grade due to common issues with the cards dispensing from the machines. This card is Pop 3, with none in a higher grade!
